1．***（以下简称“招标机构”）***（以下简称“招标人”）委托，现邀请合格投标人对下列货物和服务提交密封投标：

关境外提供的货物，合同签订后34周内交货。

For goods offered from outsidePRC customs territory: The goods will be delivered within 34 weeks after the contract is signed

关境内提供的货物，合同签订后38周内到达***省***市***区经济技术***区***路492号。

Goods provided within the territory of the Customs shall arrive at492 Lianjiang Road, Huangdao Economic and Technological Development Zone, Qingdao City, Shandong Province, Chinawithin 38weeks after the contract is signed.

2．业绩和资格要求：

References and Qualificationrequirement:

1）资质要求：

Qualificationrequirement:

A.投标人必须是具有独立法人资格的燃油闪蒸装置的制造商或唯一授权代理商或有业绩的授权代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构***、税务登记证或三证合一的营业执照等。关境外投标人应提供有效的独立法人证明（法人签章）。以证明投标人具有独立法人资格。

代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

The bidder must be the manufacturer of fuel flash device with independent legal personality or the only authorized agent or the authorized agent with outstanding achievements.

Independent legal person qualification requirements: Domestic bidders shall provide valid business license, organization code certificate, tax registration certificate or business license combined with three certificates, etc.Overseas bidders shall provide valid independent legal person certificate (legal person signature).To prove that the bidder has independent legal personality.

Agent requirements: If the goods submitted by the bidder are not manufactured by the bidder himself, the bidder should get the consent of the goods manufacturer and the official authorization certifying that it is the only supplier of the goods in this bid.

2）业绩要求：

Requirementsof performance:

1、制造商业绩要求：投标人需提供所投产品制造商自2000年1月1日(合同签订时间为业绩时间)起至投标截至之日止，具有燃料油的闪蒸装置（真空泵方案）运行2年的应用业绩。

1. Performance requirements of the manufacturer: The bidder shall provide the application performance of the manufacturer of the invested product fromJanuary 1, 2000(the contract signing date is the performance time) to the bidding end date, which has been running for 2 years for the flash device (vacuum pump scheme) with fuel oil.

业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）、用户签字盖章的成功运行证明文件或用户签发的临时接受证书或验收报告或调试记录报告的复印件（签发时间即为运行开始时间）以及其他证明文件。业绩证明文件应包括货物名称***（真空泵方案）、合同签订时间、制造商名称***，如业绩证明无法体现上述信息为无效业绩。

Performance certification documents include but are not limited to: copy of sales contract (including relevant technical attachments), successful operation certificate signed and sealed by the user or copy of temporary acceptance certificate or acceptance report or commissioning record report issued by the user (the issuing time is the start time of operation) and other certification documents.The performance certification documents shall include the flash device (vacuum pump scheme) with the name of fuel oil, the date of signing of the contract, the name of the manufacturer, etc. If the performance certification fails to reflect the above information, it shall be deemed as invalid performance.

2、预真空泵（干式螺杆真空泵）设备业绩要求：投标人所采用的预真空泵（干式螺杆真空泵）品牌，自2000年1月1日(合同签订时间为业绩时间)起至投标截至之日止，必须在海洋环境（海洋固定式平台及海上浮式装置）原油闪蒸装置有2台成功运行2年的业绩，证明文件包括但不限于销售合同复印件和用户签发的证明文件的复印件以及其他证明文件。业绩证明文件应包括货物名称，合同签订时间、制造商名称、海洋环境（海洋固定式平台及海上浮式装置）内容等，如业绩证明无法体现上述信息为无效业绩。

Pre-vacuum pump (dry screw vacuum pump) equipment performance requirements:The brand of pre-vacuum pump (dry-screw vacuum pump) adopted by the bidder must have successfully operated two units of crude oil flash equipment in the Marine environment (Marine fixed platform and offshore floating device) for two years fromJanuary 1, 2000 (the contract signing date is the performance date) to the date of bidding.The supporting documents include but are not limited to the copies of the sales contract and the copies of the certificates issued by the user and other supporting documents.The performance certificate shall include the name of the goods, the date of signing the contract, the name of the manufacturer, the Marine environment (Marine fixed platform and offshore floating device) etc. If the performance certificate cannot reflect the above information, it will be invalid performance.

提供虚假投标资料的（包括但不限于业绩、资质、财务等方面），经评标委员会核实认定涉嫌造假的，取消本次投标资格，扣罚投标保证金，海油工程库内供应商冻结 6 个月，海油工程库外供应商两年内不允许进入海油工程合格供应商库且不得在海油工程相关公开招标项目中选用。

If the bidder provides false bidding materials (including but not limited to performance, qualification, finance and other aspects), and the bid eva luation committee verifies that the bidder is suspected of fraud, the bid qualification shall be cancelled, the bid security shall be deducted, the suppliers in the COOEC Vender Listshall be frozen for 6 months, and the suppliers outside the COOEC Vender List shall not be accepted into the COOEC Vender List and not be selected in any COOEC’s public bidding project within two years.

3）质量要求：所投产品制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。认证范围应至少包含生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（http***cn/）核实，无法核实的视为无效证书。

Manufacturershall have the ISO9001 quality management system certification and the certificate is valid. The scope of certification shall at least include producing or manufacturing. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http***.cn/). It will be rejected if the certification cannot be verified on the website.

4）防爆要求：橇内所有防爆电气设备及仪表部件满足Class I, Zone 2, Group IIA***区域要求，均要取得防爆证书和中国强制性CCC认证，并在交货时提供证书。

Explosion-proof requirement：All the electrical and instrumentation equipment shall meet the requirement of hazardous area classification Class I, Zone 2, Group IIA. And explosion- proof equipment shall obtain CCC certification for explosion-proof equipment, and certificates shall be provided when skid/equipment is delivered.

5）防护等级要求：橇内所有电气设备及仪表部件满足IP56防护等级。

All the electrical and instrumentation equipment shall meet IP56 degree of protection

6）第三方认证：投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, Lloyd‘s, DNV,CCS，BV）对原油闪蒸橇和凝析油罐橇设备整体进行检验并获得检验证书，并在交货时提供第三方检验证书。

Certificate approved by the certifying agency：The Fuel Oil Flashed Skid can run in marine environment, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS, and the Third Party Inspection Certificates shall be provided when skid/equipment is delivered.

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从2021年9月6日开始至2021年9月13日止，***采办业务管理与交易系统（http***om.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件***2000300http***ding.com/）注册成功并通过平台审核。

Theinterested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System (http***om.cn) on thepage ofI nvitation for bid for purchasing Bidding Document from ,6hSpt2021 to 13thSpt2021. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Biddingdocuments online. The whole purchasing process must be operated onlineandoffline payment will not beaccepted. After successful payment of RMB 2000.00 or USD300.00 for each copy ofBidding Documents which is non-refundable, Bidder may download the BiddingDocuments. Bidder fails to purchase Bidding Documents online is not eligible tobid. In addition, the bidder need to succeed in the China international biddingnets (http***ding.com/) registered and through the platform review.

4．投标文件递交截止时间***：所有投标文件都应附有按规定提交的投标保证金并于2021年9月28日9时***分（北京时间）前递交至***市***区东直门***街6号海油大厦4层会议室，在此时间后收到的投标文件恕不接受。
