3.1投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家***区的制造商。

3.2投标人须提供营业执照（营业登记类证明文件）或经营许可证明文件的复印件。

3.3投标人须提供在开标日前3个月内投标人基本账户开户银行开具的银行资信证明的原件或复印件。

3.4自2018年1月1日至今（以合同签订时间为准），投标人具有3份对位芳纶应用领域的喷丝板销售业绩。注：若制造商所提供业绩涉及商业机密，可提供业绩清单（业绩名称、合同签订时间、台/套数、设备名称），并由制造商承诺相关业绩真实有效，加盖公章或企业负责人签字。

3.5投标人须根据自身情况，按照下列要求提供相应证明材料：

A.针对境内投标人：

至投标截止时间***，投标人若被人民法院列为失信被执行人，其投标将被否决（提供“信用中国”（www***）查询截图）。

B.针对境外投标人：

如投标人是中华人民共和国境外投标人，则须承诺近三年内没有不良业绩记录或严重质量问题。

1. Bidding readiness

3. Qualification requirements for the bidder

3.1 The bidder must come from the PRC or be equipment manufacturer from the country or region having regular trade relations with the PRC.

3.2 The bidder must provide photocopy of business license (business registration certificate) or business permit.

3.3 The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date.

3.4 The bidder shall have 3sales performance of the spinneret in the field of para-aramid application from January 1, 2018 to now (subject to contract signing time). Note: If the performance provided by the manufacturer involves commercial secrets, it may provide a list of performance (performance name, contract signing time, number of units, equipment name), which shall be guaranteed by the manufacturer to be true and valid, and stamped with the official seal or signed by the corporate responsible person.

3.5 The bidder shall, according to his own circumstances, provide the corresponding supporting materials in accordance with the following requirements:

A. For a bidder from inside the PRC customs territory:

Before the deadline for submission of bids, if a bidder is listed as dishonest executor by the people’s court(s), its bid shall be rejected(provide "Credit China" (www***) query screenshot).

B. For a bidder from outside the PRC customs territory:

If the bidder comes from outside the PRC customs territory, it must promise that it has no bad performance record or serious quality problem in recent three years.

3.6 The bidding shall reject the bids from agents.

3.7 Joint venture bid is not accepted for this bidding;
